The Judge handed him a suspended sentence with a bit of community service.
My Lord we have enough nutcases in our community who seem to think violently beating a child is ok without the courts implicitly allowing these idiots to get away with a brutal assault on a child.
The judge may have taken the view that it wouldn't do the wife and daughter much good if the father went to prison, lost his job and income, and possibly never worked again.

Of course, if he does it again, he will go to prison, which is perhaps a deterrent.
He is also under a supervision order, which might or might not help!
First religeon man and women should adopt is called FAMILY. Hurting family is definitely not going to please Allah.
